(TheConservativeTimes.org) – Gavin Newsom, California governor, has vetoed a landmark bill that would be the first-in-the-nation safety measures put in place for artificial intelligence models.
The decision is a huge blow to the effort being put on to set up safety measures and regulations regarding artificial intelligence. The bill would have been one of the first regulations on large-scale AI models in the nation, and it could have paved the way for AI regulation across the country.
The Democratic governor recently said to an audience at Dreamforce that California must lead in regulating AI as there’s been federal inaction, but that the proposal could “have a chilling effect on the industry.”
The proposal had pushback from startups, tech giants, and different democratic House members. The rigid requirement and limitations could end up harming the up-and-coming industry in the state, according to Newsom.
According to Newsom, although it is “well-intentioned, SB 1047 does not take into account whether an AI system is deployed in high-risk environments, involves critical decision-making or the use of sensitive data.”
He continued, “Instead, the bill applies stringent standards to even the most basic functions — so long as a large system deploys it. I do not believe this is the best approach to protecting the public from real threats posed by the technology.”
The governor announced that the state would partner with many industry experts to develop guardrails around powerful artificial intelligence models.
The rejected measure intended to prevent models from being manipulated by requiring testing and the public disclosure of safety protocols from the companies.
Democratic State Senator Scott Weiner is the author of the bill. Weiner said that the veto was a “setback for everyone who believes in oversight of massive corporations that are making critical decisions that affect the safety and the welfare of the public and the future of the planet.”
