In an act that will be cheered by conservatives, the Trump administration has moved to cut funding from Planned Parenthood under Title X, igniting a debate over political motivations and the potential fallout on affordable health care access for low-income families.

As Planned Parenthood braces to lose millions, critics voice concerns over the effects of this funding freeze.

The Trump Administration is withholding millions of dollars from more than a dozen organizations allocated for family planning services under Title X.

Title X, enacted in 1970, funds clinics providing health services like birth control, cancer screenings, and STI testing for low-income individuals.

Planned Parenthood has announced that nine of its affiliates will see funding withheld starting April 1, including Planned Parenthood Great Northwest, Hawai’i, Alaska, Indiana, Kentucky, which faces a $3 million annual loss across five states.

The U.S. Department of Health and Human Services (HHS) is withholding funds from 16 organizations pending evaluation of possible grant term violations, including compliance with Federal civil rights laws and Executive Order 14218.

A spokesperson for HHS stated, “HHS is conducting this evaluation to ensure these entities are in full compliance with Federal law and applicable grant terms, and to ensure responsible stewardship of taxpayer dollars,” cited by Time.

The Wall Street Journal reported that HHS might freeze $27.5 million of the over $200 million annual Title X budget.

Critics from Planned Parenthood and reproductive rights groups argue that the freeze is politically motivated and harmful to low-income individuals who depend heavily on the services provided through Title X funding.

This freeze is seen as a part of a broader effort by the Trump Administration to limit Planned Parenthood’s role and restrict reproductive health services.

Essential Access Health, distributing Title X funds in California and Hawaii, also received notice of a temporary fund withholding.

Notices were sent to nine Planned Parenthood state affiliates, citing “possible violations” of federal civil rights law and executive orders.

The funding is being withheld due to alleged noncompliance with prohibitions on diversity, equity, inclusion, and serving illegal immigrants.

Planned Parenthood now has a 10-day window to provide evidence of compliance.

Reproductive rights experts warn the freeze could impact between 600,000 and 1.25 million people annually, disproportionately affecting people of color and low-income households.

Rebecca Gibron, a Planned Parenthood representative, emphasized, “In our states, we are a safety net provider providing affordable birth control, cancer screenings, STI testing, and treatment. These patients rely on Title X for their health care, and without this program, patients may have no access to this care at all.”

The National Family Planning and Reproductive Health Association states that providers are being penalized for adhering to previous administration rules while the Trump administration’s decision bypasses the formal rule-making process.

Health policy experts warn that these cuts could have a more damaging impact than previous restrictions.

Though the Biden Administration scrapped Trump’s Title X rule in 2021, the network has not fully recovered, now serving fewer patients than before.
